Nothing less than human created lightning. The massive fields generated by resonance between pairs of stepped up induced capacitors create potential differences greater than the resistance of air between the coil and a nearby conductor. This allows fractal currents to flow as the air itself conducts and ionizes.

Although Tesla coils are largely created for fun by dedicated enthusiasts, they originally had a real purpose in mind. Tesla figured that he could create a wireless electrical grid and went as far as to build a tower on Long Island that would be its first transmitter. The idea was never realized, however in Russia really large scale wireless power networks were actually tried, as can be seen in this list.

This coil is identical in layout to Tesla's patent schematics from the late 1890s and was built from a mold owned by Tesla himself.
Tesla coils tend to have on flat coil and one tall skinny one. However, there are different shapes of coil designs such as this which uses one flat (pancake) and one conical.
As far as we know this might be living proof of the Tesla wireless power concept, and the only one of its kind, allowing for an entire town to be powered wirelessly. These giant Tesla style coils are located 30 miles from Moscow near a town called Istra. They look abandoned, although some people have suggested that they are actually functioning, lighting up the night sky, like in a Frankenstein movie.
